For me, it is this pass here...Nigel Mansell round the outside of the Peraltada at Mexico in 1990:

Surely one of the bravest and most incredible overtakes I have ever seen.

One that everyone mentions...Hakkinen passing Schumacher at Spa 2000, with Zonta stuck in the middle. And Piquet passing Senna in the 1986 Hungarian GP is up there.

Nothing extraordinary. Close finish at Talladega between Bobby Labonte and Tony Stewart. I can't call a pass on a restrictor plate track very special, since those kind of things happen every lap.
